Turbo Going Bad?? V70-XC70 1998

My '98 AWD V70 is occasionally making high-pitched jet-engine sounds from under the hood, especially at startup. might be from the left side but I'm not sure.
Could this be a turbo failing? Anyone had this happen, and what does it cost to replace a turbo charger?
