Speedometer Reading vs Actual Speed S60 2002

I've been all over Volvo Canada on this. The actual speed and the speedo reading are different, and I'm trying to have them change this so that the reading is as close as possible to actual speed. You can also test this variance by enabling the digital speed (Km/H) on the radio digital display.
I'm interested in how you got the speed to display on the dash.
