I read your links; you're comparing apples and oranges.
A T5 engine can be 'tuned' to 300hp or more without modifying the engine in any way. This is done by upgrading peripheral components including the ECU, exhaust, etc. It is, in fact, possible to tune this engine much higher, but without modifications, the engine would come apart in a hurry. At a recent VCOA I saw a 740 turbo wagon dyno'd at close to 500hp (more about that later).
The Cosworth engineered 4cyl engine you mention is heavily modified: exhaust (6-inch pipe!), crank, rods, pistons, head, etc. It is absolutely not a stock engine. And it's not going to run for more than a few thousand miles without a teardown. Not only that, to handle all this power, the suspension and braking systems were custom-built, too. The cost of this is many times the cost of readily-available tuning upgrades for your Volvo, BMW or Audi.
