Volvo has not built a seat with a quick release recline lever since 1974. The lever your manual refers to should be the hight adjustment for the seat cushion. I do not think the pass seat gets them, only the manually adjusted drivers seat. All volvos since 1975 with manual seats have the cumbersome recline knob.
