Hey Cliff,
I'm a Volvo tech at a retailer and the problem you are discribing can be narrowed down with your help. First, when the engine does not start does the tach needle fluctuate? Second, can the fuel pump be heard.(Have someone crank over the car while you listen at the filler neck. If the car is 1993-1995 there are some other things you can do at home. I'll check in tomorrow if you need more help.
