It's listed in detail in Volvos own VEN network and it's a proceedure that you can't do without their VST (hand held diagnostic scan tool). Even if I could copy it and paste it or send it to you, it won't do you any good. The dealer has to do it and IMO, it shouldn't be the dealers new problem as there's really nothing wrong with these cars to begin with, they'd all pass the older type sniffer test and no fault codes exist either. These states scan tools are now picking up an "error" that ONLY their scan tool deems as being a "problem", Volvos own scan tool doesn't pick that up and can't just easily change it either.
IMHO, it's a BS situation that VCNA and these state testing facilities need to somehow resolve in a way that doesn't require everyone with one of these cars to visit a dealer every 2 yrs or so, just to now pass state emisions.
It's because of these states new testing proceedures, now done with only THEIR scan tool that's causing this new problem to Volvo owners (and maybe others?).
