brakes pulsating 850 1997

My '97 850 GLT has 153K. New front rotors at 125K. Have had resurfaced at least twice to eliminate pulsating. Last time pulsating completely gone. But now just 2 or 3 K later, pulsating back again. Mechanic says it's a waste to have resurfaced again as, on Volvos, it will just return. Is he right?
