Bubbly bumper update S40-V40

Aren't there laws that prohibit a dealer from selling a car as new if it's been in an accident? I suppose you can take it to a bodyshop and find out for sure if it's been an accident. It's possible the bumper was badly scraped during transit but the car wasn't in an accident.

Just out of curiosity, how many miles did it have on it when you bought it?
