On HPT's it will definately help you build pressure earlier. Instead of bleeding it off, it keeps it in the system, so you'll start to see some PSI at 2K RPM rather than 3 1/2 -4 . On the high end, it raised my boost about 2 PSI. If you turn it too many times, your ECU will detect it and possibly shut any pressure down for the moment.
If you have an LPT, you already have a good level of low end boost, so it may not be worth it.
If done in moderation, I don't see any draw backs.
