The blinking arrow signals an error from the transmission computer. Like a check engine light for the transmission. Hopefully something has happened that can be fixed with a good transmission flush or a PNP switch replace (common). You might go to the engine and pull the codes from The A1 socket (www.volvospeed.com has instructions) since I see you have a 95. That might help you diagnose them. You can alwasy try resetting the codes and see if it comes back. Once in a blue moon something like that happens.
