Check for broken wires under the seats--from experience and reading here, it's a pretty common failure point. There is a sensor stuffed up in a hole in the bottom of the seat that has wires connected to it. You can pull the round sensor out of the hole in the foam to check it. If the wires have broken off, no heat. The fuse under the hood is the only one (on my '94 it's also the fuse for side view mirrors).
