To reprogram the ECU you need specific software, hardware and the right PIN/passcodes.

What you are paying IPD/TME for is not the re-programming, but the development cost of the new map (not just a boost raise, but a complete new fuel/ignition/boost map which has the right settings for the higher boost) and the related equipment to perform the upgrade.

Same goes for the people who do chiptuning by swapping out the PROM inside the ECU. The PROM itself costs hardly anything and a competent technician can do the swap in an hour or so, but you also pay for whats inside the upgraded PROM.

If you just want added boost and are willing to take (and understand!) the risks then you could always remove the ECU boost control and install a manual controller.

Works as well, but as you remove some of the safeguards in the engine management this way. It will be up to the driver to keep the engine 'alive', instead of the ECU..
