DEQ Sucks!!! Is this testing MANDATORY FOR EVERYBODY?? 850 1996

In OR it is for people living in the Portland Metro Area, except I guess if you are POOR less than $400/month. The system can be "not Ready" and have no problems. If a problem does arrive your MIL will turn on. Thus the reason I have a huge problem with current protocol for testing. If they scan the system no faults then they should send you on your merry way, or do the old tail pipe emmisions test.
