ABS Controller - Can We Live Without It?

I guess you could drive it w/out the active ABS, but why would you want to? I do not think it will pass inspection in NY due to the CEL. If the light is lit....the car fails.....and pulling the bulb dont work...they check w/car not running and key in pos II to see if the light goes on.....then they start the car and see if the CEL stays on or goes out.
