Sometimes the software is weakness part with those "budget DIY project" , not the hardware, it's depend mostly how your car ECU's will interpret their codes.
However, Volvo use the ISO-9141 OBD-II communication protocol and it's the most standard and easiest one to deal with. At $65, I think it's worth to give it a try. FYI: I bought the one from Harisson R&D at $120 because the one from scantool.net wasn't available yet. http://www.ghg.net/dharrison/
