When I test whether the fuel delivery system is working, I remove the feul inlet to the fuel rail and have some turn the ingnition for a second - if it's delivering, there will be a spurt of fuel (which I collect in a jar...and I wear surgical-style gloves.)
If it's the fuel system, my first suspicion would be the fuel pump relay, though I don't know where it's located in the FWD Volvos. (I know where it is in several other Euro cars....and it's a common problem, easily and inexpensively remedied.)
