23k miles is awfully low for a '96....it just may be the case though.

I would go for it....and if they are a reputable dealer that is worth their salt, have them sign a document stating that you are guaranteed the actual mileage, etc. That way you can enjoy your Volvo and be protected if any surprises come up. Sounds good to me though!
