Help with Antena Mask S70 1998

On this same subject, can anyone tell me how far the antenna should extend? It seems like mine is not going all the way up anymore, but I can't remember what it used to do since I never paid attention to it. Right now it goes up and still has 1 of the lengths not being used. In other words, there are 2 lengths staying together and not extending. Is this how it always is??
