turbo question 850

There is a plastic cover near the exhaust manifold and a motor under it that is constantly running. I feel silly for asking but I have no haynes manual or anything. Its part of the turbo unit. I hear it buzzing all the time when the key is in On mode. Is it suppose to be running all the time??
