Sounds like you are getting low on freon. Thats why the A/C is cycling at idle.
Buy a can of r134a and charge it up. simple and cheap.

Also the radiator fan has nothing to do with A/C cooling besides keeping the engine cooler because of the added stress to power the compressor.
