It's the heater fan resistor, probably the inline fuse. You can "jump" the fuse with another inline fuse. Make sure you run the leads to somewhere convenient to replace the fuse, I ran mine into the glovebox. The root cause is probably the fan which might not be turning freely. You can try lubricating it but that only works so long. I now start the fan on speed 4 (which bypasses the resistor pack) & then turn it down to lower speed. I am using a 10 amp fuse.
