Scraping Feeling Under Front Driver's Side 850 1994

Does not sound like a do-it-myself job. (no lift) How much does this repair usually run?

I also have a thump-thump-thump noise coming from the front LH side when the car goes forward. It is not the tires - had 'em rotated. Not the brakes. They're brand new. Could it be related to the scraping?
