air conditioning relay not picking up S70 1998

I have the same problem with a 1998 S70. I have checked all the wiring for continuity and the ECM and head have been swapped out. Still No A/C. So I swapped the sensor at the front of the car. Still No A/C. Anyone have any ideas? If I manually jump out the A/C relay, the compressor runs and it gets cold, but the cooling fans don't run.

The dealer has had the car twice and couldn't figure it out. There are no codes being set.

The car only has 58,000 miles on it and I need to sell it.

Help!
