Personally, I think the V70 is about the best wagon out there, all things considered. We have had SUVs, but the V70 holds more than any mid to small one.
We love our 99. I would try to get a 1999 instead of a 1998. Most of the annoying problems of the 98's were fixed for the 99's. Stay away from the AWDs, until the 2000's. Too many problems.
The car is still only average reliability, so it is good you can do much of the work, else a later Volvo can be expensive to maintain.
$13,000 for a 98 with over 100K seems a little high.
