Heater Ineffective V70-XC70

Okay this question is for all you Canadian Volvo owners. The heater in our 1998 V70 seems to at best send out tepid heat, nothing like that in our 1987 240. Even after running for a half hour it still feeds only warm(hot hot) air I had the thermostat replaced but frankly it seems there is little improvment. Is this a common complaint(hence the direction to Canadians who really know what cold means) or is it just our car?
