I run on the OE Michelin Pilot Sport MXM4s on the standard 16" rims in the summer; this winter I've been running Nokian Hakkapeliitta NRWs on 16" steel rims. Since the 16" tires are 215/55R16, there's a slightly smaller contact patch (and thus less rolling resistance) than your 17", but I don't think it should cause such a large difference in mileage.
I don't know of any other modifications from '01 to '04 that would affect mileage; I thought most were minor tweaks of known problems. As far as I know, the EPA numbers were the same as for 2001 -- 19 city, 26 highway.
