What is the name of this part? 850 1995

I asked the same question a while back...best response I got back was that it was a heater circuit, did't know the name though. Seems that a temp sensor would be more likely...the I can't see the crankcase fumes needing to be heated - should be kind of warm already. What I want to know is how to function test the thing...was told by a shop I don't completely trust that it was hooped but want to be able to check it myself
