Check out the bike shops that sell the carriers. I have seen adaptors to fit a 2" into a 1.5" receiver and a 1.5" to fit into a 2" receiver. I don't remember seeing anything for a 1.75" receiver.

I think your idea of welding some angle iron is a good one myself.

I had my 2" rack from my '85 245 modified to fit into a 1.5" on my 850 because I couldn't find a 2" receiver for the 850. A friend shortened the 2" bar and welded on a 1.5" bar. It's nice to have handy friends like that.
