That's normal. The fan is triggered to run with the A/C switch ON and a preset temperature in the condenser. It's also normal for the compressor to cycle off and ON like that as long as you're getting good cooling from the vents. Excessive cycling may indicate low freon in the system but that doesn't sound like what you're experiencing.
