What is a rebuilt engine exactly?

Sorry my last post I forgot part of my question was:

Is a rebuilt engine just the core with cylinders bored out or the entire engine under the hood (ie rad, belts hoses etc?) Would it be more expensive than cumulative repairs of each thing that goes wrong I wonder?
