Engine surges after tune-up. C70 2000

Well, I triple checked my work and even had a Volvo tech check for codes. Nothing came up. He suggested that I clean the MAF and disconnect the battery for 20 minutes afterwards. The car still surges/misses after that. I checked all the vacuum lines again.
I am stumped by this. Could it be a bad fuel filter? I am open to any suggestions before I leave it with the local Volvo dealer.
