AC & COOLANT QUESTION S70 1999

My air conditioning is blowing hot air. The compressor is working, but it is cycling on and off every few seconds. The fan is blowing fine. No lights are blinking on the climate control unit. Right now I am using a 4 window air conditioning system, it seems to work better. I tried the ac again a couple of days ago, and a puff of white smoke or dust came through the vents into the cabin. What could this be, or do I just need to throw some freon at the problem?

I also have a coolant leak somewhere. I have been topping it off regularly with volvo coolant and water. It has gotten worse though. I only took 5 days to go from the max to min level. Is there something that I could pour in to help fix the problem? And could this be related to the air conditioning?
