If you already spoke with the Service Manager you could trying reaching out to the General Manager at the dealer. If you do not feel you are getting what you want try to find out who their representative is from Volvo North America. They usually make rounds to the dealers once a month (I think). These reps usually deal with warranty claims etc. for the dealers.
Before you speak to anyone decide what exactly it is you want. State your reasons with as much specific information as possible. Don't just "complain"...
