Brakes frozen? S70 1999

That's what I'm thinking. The car has no obvious problem going into the gears. I put it in reverse and it rocks back about 2". I put it in drive and it rocks forward about 4" to take up the 2" from reverse. I put it in Neutral and I can't move the car outside of a 4" rocking motion. There are no indication lights at all on the dash.
