Yes, there are two relays that affect fuel delivery. The "true" fuel pump relay is the one in the fuse panel in front of the driver. The "main" relay, or "system" relay is the one that is black and sits atop the radiator. Either one of these failing will result in you going no where fast. Often times the insulation that surrounds the wires inside the connector to the system relay falls apart and the wires touch. Obviously, this will mimick a bad system relay. If you are having a problem, look there first. I've only replaced fuel pump relays on 93, 94, and a few 95's. No 1996's as yet, so it's a bit early for a failure.
