Kevin,
Just a little more information on the front fog lamp relay. It is located below the fuses and relays you see when you remove the fuse block cover. There are a number of relays mounted on a verticle board underneath the ones you see on the top. Also, the ground for the fog lamps is probably the plate located just in front of the battery - you'll see a number of other ground wires plugged in there.
