You should clean the splined area of the shaft with a wire brush, if you still have splines (very likely) the shaft is OK.
First fix - put a washer under the wiper arm, this pushes it further down the taper in the shaft.
Second fix - after the first wears out - Add some material to the splines. I have had some luck with using fine copper wire wrapped a few times around the shaft. This adds extra material to the grip area.
Third fix - Buy a new wiper arm - you will notice that the hole in the new arm is much smaller than the hole in the old one. This is because the old one has been reamed out.
A couple of uses after you install a new wiper arm, check the nut for tightness, you may find that it has loosened a bit.
The tightness can be measured by a torque wrench. DO NOT INSTALL THE WIPER ARM WITH A TORQUE WRENCH UNLESS YOU HAVE THE PROPER VALUE FOR THE TORQUE,MOST TORQUE WRENCHES ARE TOO LONG FOR THE JOB. However, you can install the nut with a regular wrench them measure the torque. You now have a way to check for tightness.
