So long as you don't have sport suspension, there shouldn't be a problem with the increased width of 1 centemeter. As far as "low end" tires go, there is no problem, just watch for wear and rainy season. If you are trying to save money, why not go for the H rated tires. Most people don't go fast enough to warrant a V rating.
