Sounds like you have the dreaded ETM (electronic throttle module) blues.

Common failure in '99-'00 models. You need a new thottle body and ETM plus software download, and the going rate is $1100, and its a dealer only repair.

Do a search on ETM module failures and you'll see how common it is.
