No heat when outside temp below 10 degrees F 850 1996

Is the engine actually getting to operating temp? Yes, the thermostat may be stuck open. You need to know if the engine is heating up. If after driving for a while, the engine and hoses are hot then check the temp sensor. I have actually put cardboard in front of the radiator (condensor) on extreme days to get the engine up to operating temp but that ain't right.
