There are vinyl glues on the market, just make sure it remains flexible. Most people have boots last for 15 years! You're not driving on the beaches a lot are you? The best prevention is to coat them with vinyl protector stuff, like Armour All or a Maguire's product once a year. Sounds like you got a cheap boot.
