How big is tube? Is it about 3/4" to 1" diameter? Does it dissapear down below your battery. If so, it sounds like the intake hose to your air pump. It should be connected to the air filter housing via a 90-degree elbow. If this is what it is, I don't think it's a major issue - just means that the air pump is sucking in unfilter air, and could potentially suck in some debris that might do damage. I'd duct tape it if possible, or otherwise replace the hose.
