I have the same car as you (2001 S60 2.4M, 168 hp US spec, manual transmission) and have experienced the idle rpm flutter you describe. I just did my 30K mile service and decided to check my throttle body. There was plenty of carbon build-up so I removed the TB and cleaned it with brake cleaner as described in posts in vvspy.com, especially the S80 forum. It was necessary to pull fuse #6 (for 10 minutes) in the engine compartment fuse box to reset the ECM and ETM adaptive processes. Throttle behavior is now much improved... engine idle speed now drops to ~ 1000 rpm and then settles to 800 rpm without bouncing.
I had ECM and ETM software upgrades (pn 30677021-5, 30677023-1) installed last year, as well as the upgraded exhaust support which cured the exhaust resonance at 2300 rpm. My car is now better in many ways than when I bought it new, but it has taken a lot of patience to get to this point.
