My 850 95 NA with 125K miles uses that much or more during highway driving with a full load in car. If the crankcase rebreathing system (i.e. oil separator, flame trap, and associated hoses or corresponding parts on turbo engines) are clear you may not improve it. Are you using the appropriate grade of oil for your driving situation? Are there any leaks (even small ones)?
I have a 97 Ford Taurus (24V duratec) with 50,000 easy miles that was carefully maintained - it uses more oil and lots more fuel than my Volvo and no one I've talked to so far thinks that is abnormal.
Worse than 1 qt per 1000-1500 miles would be something to look into.
