That is it pretty much on the money. The only clarification is that because the evap is made out of aluminum it does not so much rust as it does corrode. You probably have seen the white oxidation that builds up on things like the thermostat housing and the like. It is the same idea. They seem to corrode through at the seams and joints where it is soldered together.
