Do you mean an aftermarket rack system that clamps to the side gutters, or the original permanently-mounted accessory rack? For 1989, the real racks were still chrome and stainless, not flat black as on the final years. Adding the genuine rack to a rackless car involves cutting holes in the roof--not something to be done on a whim.
You're probably better off with the aftermarket system, b/c you can buy exactly what you need, position it best for what you carry, and take it with you when you sell the car. Thule still offers kits that fit the 240, why not shop around (ebay, craigslist, turbobricks, here) for a used set? (new would be around $400, I suspect).
