System not charging 200

"alternator is new and puts out 11.8 should be 12 right?"
No. It should be putting out around 14V. If you're only reading 12v at the battery posts then you're running off the battery.

Are the dash lights on in the key accessory position before starting and off when car started? If not check your alternator wire connections (thin red exciter wire through harness to gray plug on firewall to dash, short blue ground wire from alternator casing to alternator mounting bracket).
