My local auto parts store that also makes hydraulic hoses has the capability
to duplicate this pipe (benders, flangers, etc) of somewhat heavier tubing.
(I'm still waiting for them to braze the ear on the pipe they are making for me.)
BTW the steel tube is electropositive to the aluminum so the aluminum would
corrode preferentially, protecting the steel.
Remember how the old (mid-30s) Ford V8 engines with aluminum heads did around
the head studs? They finally came up with a tubular cutter to go around the
steel headbolts and remove the impacted aluminum corrosion product.
