I've saved two posts by lucid (Bruce Young re. jumping fuel pump contacts.

"What is meant by jumping fuse 4 and 6, and how is this done."
"Jumping" means applying voltage from fuse 6 to fuse 4 by connecting the left* side contacts. The voltage applied will go thru fuse 4 to the in-tank feed pump, and also from the fuse 4 contact to the main pump. The pumps should run immediately.
This is best done with a wire having alligator clip at each end.
Fuse 6 is just a convenient voltage source (6 thru 10 are always hot).
Fuse 4 is the tank pump fuse for 240s since '85. Earlier 240s use fuse 5.
* Using the Left side (closest to the door) contacts maintains the normal direction of current flow in the pump circuits.

Here are some things to try (try starting after 1, 2, and 3):
1) Try the new relay
2) Clean fuse #6 and its contacts (assuming it has replaced the older 25A fuse under the hood)
3) Bypass fuse #6 and relay with a jumper from LEFT side of fuse #6 to Left side of fuse #4. Both pumps should run immediately.
4) To hear the Tank pump run by itself, pull fuse #4 and put the jumper from 6 to the RIGHT (output) side of 4.
