The '98 V90 has one pump, in the trunk, the fuel filter is under the car, in the area of the driver's seat. You need two copper washers for the banjo fittings on the filter. Their tough to get off so don't mangle the bolts.

Get a fuel pressure gauge (schraeder type) and check for fuel pressure at the end of the fuel rail with the key on.

You may also want to check the fuel pump relay and swap it with another identical relay in the electrical relay box in the engine compartment.
